Good post.
I have a hard time understanding how the school could blame the victim when she was physically assaulted. I’d be suspending kids right and left. Given a chance, I’d expel them, but here they get three chances to straighten up. I’d use some of their chances on not following teacher’s or administration’s directions.
(Wishful thinking, I suppose, but one of Genevieve’s acquaintances from middle school killed himself partly as a result of bullying, so I get worked up about children being abused at school, no matter who the bully is.)

Our schools regularly blame the victim – they say, “she’s too quiet” or “he’s an obvious target”.. then the bully gets a foreign holiday as a reward for being a psycho. The schools are unable to deal with the problem and it is getting worse. xxxx
I despair when beaurocrats get involved in anything. They start by asking a leading question then use the reply to justify action and interference on their part. It all ends up with the majority well ordered and conscientious citizen/business/organisation being over regulated whilst failing to stop the “bad guys” who will always get away with everything.
